Jakarta, ONENEWS.MY.ID – RI President Joko Widodo (Jokowi) changed the rules regarding the distribution and retail selling price of fuel oil (BBM). This is stated in the Presidential Regulation of the Republic of Indonesia Number 117 of 2021 concerning the Third Amendment to Presidential Regulation Number 191 of 2014 concerning the Distribution and Retail Selling Price of Fuel Oil (BBM).
The regulation, which was signed by Jokowi on December 31, 2021, aims to support national commitments in reducing carbon emissions through efforts to reduce motor vehicle exhaust emissions. As well as optimizing the supply and distribution of fuel throughout Indonesia.
In fact, this rule still maintains RON 88 gasoline or Premium type gasoline as fuel assigned by the government. Most recently, a new article was inserted in the regulation, namely Article 2B.
Article 2B paragraph 2 states that the formula for the base price, the market index price, and the retail selling price of gasoline type fuel RON 88 as a component of gasoline-type fuel oil RON 90 or Pertalite as referred to refers to the provisions on the type of gasoline RON 88 as a Special Type of Assignment Fuel.
That means, in the future according to the provisions, the price of Pertalite gasoline can also be assigned by the government. So, the price of Pertalite gasoline can be controlled by the government and compensation is given as an effort to afford the current price.
“The Minister may determine changes to the type of Special Assignment BBM as referred to in paragraph (2) and the assignment area as referred to in paragraph (3) based on the results of a coordination meeting chaired by the minister who organizes coordination, synchronization, and control of ministry affairs in the administration of government in the economic sector. , “explained the contents of the policy.
Oil and gas observer and Executive Director of the ReforMiner Institute, Komaidi Notonegoro, reads that the regulations issued by Jokowi are the goal for Premium to naturally disappear. The regulation becomes the legal umbrella if Pertalite is later designated as a special fuel for assignment with compensation or subsidies to be given.
Komaidi also sees that this regulation can be an entry point for various policy scenarios that are more flexible for the government. “One of these regulations has the aim that Premium will disappear naturally and gradually. Maybe the words to delete this are what we are trying to eliminate because there may be political risks for the President/government,” he explained to ONENEWS.MY.ID, Monday (3/1/2022).
Director of BBM for the Downstream Oil and Gas Regulatory Agency (BPH Migas), Patuan Alfon Simanjuntak, said that regarding the regulation and the provision of compensation related to Pertalite, it would be decided in a Coordination Meeting (Rakor) at the Minister for the Economy (Coordinating Minister for the Economy).
“Regarding the compensation, it will be decided after a Coordination Meeting is held led by the Coordinating Minister for the Economy. And the Retail Selling Price (HJE) will be determined in a Ministerial Decree,” he explained to ONENEWS.MY.ID, Monday (2/1/2022)
